Hugues Mingarelli
Hugues Mingarelli was appointed as the first Managing Director for North Africa, Middle East, Arabian Peninsula, Iran and Iraq of the European External Action Service (EEAS) in January 2011.
Prior to this, he held a number of senior management positions in the External Relations Directorate General of the European Commission between 2002 and 2010. Most recently he served 4 years as Deputy Director General for Eastern Europe, Caucasus, Central Asia, North Africa, Middle East, and the European Neighbourhood Policy.
From 2000 to 2002 he managed the European Agency for Reconstruction, dealing with EU Assistance to Kosovo, Serbia, Montenegro and FYROM, which followed 9 years as Head of Unit for the New Independent States in the External Relations Directorate General of the European Commission.
The early part of his career saw him work in the Development Directorate General of the European Commission, the European Court of Auditors and in the private sector.
